2023 Legislative Updates | Jun 30

Dear AMA Member:

Day 173: In the House and Senate, 1672 bills have been introduced, with 110 memorials and resolutions also introduced. As of now, 345 bills have been transmitted to the Governor, 143 bills have been vetoed, and 202 bills have been signed by the Governor. As we mentioned last week the legislature has adjourned until July 31st. Between now and July 31st the Senate will continue to hear agency director nominations and negotiation will continue on the Maricopa County Transportation Tax (Prop 400).  We will not send Friday reports unless there is relevant news.  

Governor Hobbs Announced Members of Governor’s Interagency and Community Council on Homelessness and Housing 

On Monday (6/26), Governor Hobbs announced members of the Governor’s Interagency and Community Council on Homelessness and Housing. The Council is co-chaired by Angie Rodgers, Director of the Arizona Department of Economic Security (DES), and Joan Serviss, Director of the Arizona Department of Housing (ADOH). Summary: If a county or municipality requires a license or permit for any constitutionally protected activity or any activity that changes the use, appearance, or density of a structure or land, the county or municipality is required to state in clear and unambiguous language the criteria for granting the license or permit. HB2359 (Landlord tenant; rent increase; limitation) Ortiz

Summary: 
The maximum amount of a permissible rent increase for a tenant is the lesser of either 10 percent of the lowest rental rate charged during the 12 months immediately preceding the date on which the rental increase takes effect or 5 percent of the lowest rental rate charged during the 12 months plus the rate of inflation as determined by the gross domestic product price deflator index published by the U.S. Department of Commerce.

HB2366 (Landlord tenant; evictions assistance) Sun

Summary: 
Appropriates $290 million from the general fund in FY2023-24 to the Department of Economic Security (DES) to distribute for rental assistance. DES is required to allocate at least $10 million of that amount for rental assistance to persons who are at least 65 years of age.
