Courtney LeVinus
President/CEO, Arizona Multihousing Association
Courtney is an Arizona native and graduate of Texas Christian University with a degree in Business Administration and a Minor in Speech Communication. She has directed government affairs programs and managed non-profits for over 20 years. Courtney joined the AMA team in 1999 as a principal with Capitol Consulting, LLC. Courtney currently serves on the International Dyslexia Association Board, Phoenix Country Club Executive Committee, Arizona Chamber of Commerce Board and the Arizona Tax Research Board.
Courtney received the Phoenix Business Journal's prestigious “Forty Under 40” award for being a leader in her field. She was also part of the Arizona Multihousing Team that won the “National Apartment Association Paragon Award” for grassroots advocacy on four separate occasions. She also received the 2016 Housing Hero award from the Arizona Housing Alliance.
Courtney, her husband Chuck and son live in Phoenix. In her free time, she is an avid marathoner and triathlete.
Mark Zinman

Mark Zinman is partner with Zona Law Group P.C. Since beginning his practice in 2005, has focused on multi-housing communities and single-family residential property management issues. In addition to handling their litigation matters, he advises on their day-to-day operations and assists in the development of their operational policies. Mark believes that being an attorney not only involves handling a client’s litigation as it may arise, but developing policies and procedures with his clients to avoid unnecessary litigation. Mark was elected as the first-ever Attorney to the Executive Committee of the Arizona Multihousing Association (“AMA”). Mark has also served numerous times as a board member of the AMA, and is a regular presenter of landlord-tenant and fair housing classes to the AMA. He is also the exclusive attorney member of the Arizona Real Estate Investor Association (AZREIA) representing landlords and publishes articles in the AZREIA monthly newsletter. Mark previously taught at the Arizona School of Real Estate and Business in classes focusing on property management and landlord tenant issues. Since 2016, Mark has been a member of the Institute of Real Estate Management. On several occasions, he has testified before the Arizona legislature on landlord tenant matters.
Justin Lines
Senior Attorney, Law Offices of Scott M. Clark, P.C.
Justin attended Arizona State University, where he earned a B.A. in history. He then attended law school at Southern Illinois University on a scholarship. While there, he earned Dean’s List honors and earned the highest possible grades in Criminal Law, International Criminal Law, and Federal Income Tax. After graduating with his J.D., Justin then sought to expand his education by earning an LL.M. (Master’s of Law) in Tax Law from Washington University in St. Louis, where he earned the highest possible grade in Income Tax Prosecution.
Following graduation, Justin has worked for the Maricopa County Attorney’s Office, a local tax firm specializing in property tax appeals, and two local law firms as an estate planning attorney. Justin joined the Law Offices of Scott M. Clark in early 2024 and quickly found a welcoming home. Justin truly loves his work and genuinely appreciates his clients.
In his spare time, Justin and his wife raise their six children in Mesa. Justin enjoys playing the piano.

Steve has worked for numerous years in large corporations and non-profits here in Arizona. This experience has allowed Steve a unique perspective into the challenges and opportunities that occur for these entities. Understanding your corporate culture or non-profit mission will not be a foreign concept to Steve.
Small Business Experience
Owning and operating a small business is not for the feint of heart, Steve has first hand experience owning a service business here in Arizona. He took over a struggling business and within five years increased revenue by 300%. Running a small business is the most challenging and rewarding endeavor that someone can undertake, and you don't need government making it harder than necessary. Steve understands how important it is to keep the government out of your way.
Elected Office Experience
Having served as State Representative and State Senator in the Arizona Legislature, Steve has a unique perspective on how the lawmaking process works. He has also experienced the lobbying process from a member perspective, and understands the most effective ways to be successful at the capitol.
