Housing vouchers are the single most effective tool in reducing homelessness and housing instability in communities, providing affordability for individuals and families and stable rental income for property managers. What if there was a private, for-profit real estate entity and long-time AMA member that operated housing voucher programs that reduced bureaucracy, sped up the process of inspections and payments and delivered excellent service to landlords and tenants alike? We already have this highly-sought after model in Arizona. HOM, Inc., operates Permanent Supportive Housing and Rapid Rehousing programs throughout Maricopa County for over 3,500 households. Increased investments in these housing programs as a result of the pandemic has led to a drastic need for rental units for households that need assistance. Attendees of this session will learn everything they need to know about successfully working with HOM, Inc., from the initial lease-up process; including required paperwork, inspection requirements, and payment of fees and deposits, to ongoing subsidy payments and tenancy support to risk mitigation funding for move-out charges post-tenancy. Michael Shore

is President and CEO of HOM, Inc., a leader in permanent housing solutions for individuals and families experiencing homelessness. HOM, Inc., partners with nonprofit and public agencies to operate Permanent Supportive Housing and Rapid Re-Housing programs to stably house over 3,500 formerly homeless households throughout Maricopa County. Michael also works closely with public housing authorities in Maricopa County to increase access to mainstream housing programs for homeless and vulnerable households. Michael served as Director of Operations for the 100,000 Homes Campaign, a sector-building movement that helped to transform the nation’s response to chronic homelessness from 2012-2014. He continues his involvement at the national level through speaking and consulting engagements and in the deployment of his new technology product, Padmission, a web-based housing search platform that helps connect participants in homeless housing programs with landlords and available units in communities. Michael has a bachelor’s degree in Political Science from Arizona State University. He also proudly serves as Chair of the board of directors for the Crisis Response Network.

Sharon Shore

has been actively involved in the assisted housing industry for over 30 years. She has served as the Executive Directors of the Casper, Wyoming Housing Authority and the City of Scottsdale Housing Agency. In addition, Sharon served as the Special Assistant to the Regional Administrator of HUD in Denver CO. In 1994 she founded HOM, Inc. in Phoenix AZ as a solution to the need for a skilled and competent provider of housing assistance for homeless persons with serious mental illness. Sharon sold the business to Michael Shore in 2005 and returned to the company in 2011 to assist with special projects. Since March of 2015, Sharon has served as the Chief Program Officer for HOM, Inc. As the CPO, Sharon is responsible for program outcomes for all the business lines that HOM, Inc. has under contract. Sharon accomplishes this through the processes and systems that she was initially instrumental in developing; evaluation and refinement of internal systems/processes; staff supervision and partner relationships. Sharon has received numerous awards and recognition including receiving the “Most Improved PHA in the Nation” award from HUD; Woman of the Year from the Valley YWCA and Entrepreneurial Excellence by Working Woman magazine
